fix(combo): exclude Meta for direct hosted tool choices - #8010
Skip Meta Responses destinations before sending when a combo request directly selects a known hosted tool, including web_search or an MCP selector with a nonempty server_label. Previously these selectors bypassed the mandatory-choice eligibility check and failed with a local Meta 400 even when a compatible backup was available.
Direct choices and required allowed-tools entries now share the same selector validation. Malformed and unknown selectors retain their ordinary provider-error path. The original selector is preserved for the eligible destination. Direct hosted choices retain their existing terminal owner; this does not add a new completion guard that would reject valid hosted terminal forms.
The authored delta is five files: one classifier, its existing regression file, two owning documents and the combo guide. Base dev 8e58c9683d7d1e0fd2dbb3604cf05dca62b02b99 is one commit behind observed current dev 3cab4a74e4eec15ee5ff3bdd59dcab8ede938372.
Verification
Seven new regression cases fail on the old code and pass on the fix: buffered/streaming web-search and MCP routing, all-Meta exhaustion, malformed selectors and terminal-owner preservation. Final focused run: 7 pass / 49 assertions.
Full buffered and hosted-stream contract files: 80 pass / 372 assertions. The initial command named a nonexistent third file and Bun ran only these two; the actual stream-required file was then executed separately: 30 pass / 123 assertions. No missing-file execution is counted as a pass.
Bun 1.4.4 typecheck: 2,252 files, no errors. Structure, privacy, file-size and diff checks passed.
Docs build: 633 pages / 91,435 internal links using a verified matching dependency lock and existing installation.
Tests use isolated homes, loopback upstream fixtures and an injected Meta transport. They prove selection and preserved wire behavior, not a live Meta/provider request. Native Job exit, output EOF and supervisor reap were verified.
Independent read-only review found no semantic regression or terminal-owner change. No GUI source changes are included.
Exact-head Cross-platform CI 41074030463, Catalog 41074029966, Service lifecycle 41074030053, and React Doctor 41074030215 passed at ed1cf0871099245d2f49f8d8357c8bac2927e501. The broader suite ran in hosted CI under the documented local-resource exception; policy-skipped platform lanes are not native-platform evidence. No live model settings, accounts, or service were changed.

Summary by CodeRabbit
Bug Fixes
Requests requiring supported hosted or MCP tools—including computer use, image generation, tool search, and MCP choices with an omitted or null name—now skip incompatible targets and continue to eligible targets for buffered and streaming requests.
Chat targets that cannot preserve a mandatory tool choice are skipped before sending. Forced tool search is preserved when translated to Chat.
When no compatible target is available, the combo reports the mandatory tool-choice constraint. Malformed or unknown choices retain the provider’s normal error handling.
Documentation
Clarified tool-choice compatibility and target selection in the guides and technical documentation.

Current head c486a73df717074573b040bcc5581fa56bb20510 adds mandatory-tool routing summaries and canonical links to the Japanese, Korean, Russian and Simplified Chinese guides. This commit changes only those four pages; runtime source remains at the preceding virtual-model fix. All seven inline review threads are resolved. Exact-head Cross-platform CI 41117035525 completed successfully at 19:53:05 UTC and Catalog 41117035685 passed. Test changed 124273953695, docs build 124273953793 and aggregate 124276971645 succeeded; 11 jobs passed and 10 were policy-skipped. Native skips are not native-platform validation.
Owner-reported local docs build covers 633 pages / 91,439 links. Earlier runtime tests and review evidence remain attributable to their original heads; the new-head hosted result above is separately verified. The docs-only CodeRabbit check was skipped, while the localization thread was explicitly resolved. Ready and resolved automated findings are not maintainer/security acceptance or merge approval. Historical validation limitations remain in force.

Walkthrough
Responses Combo now recognizes valid direct hosted and MCP tool choices as mandatory. It checks whether Chat targets can preserve those choices and excludes incompatible targets before dispatch. Tests cover routing, exhaustion, malformed selectors, and tool-choice translation.

Summary
Selector validation and parsing src/responses/schema.ts, src/responses/parser-tools.ts, src/server/responses/combo-required-tool-contract.ts, tests/responses/responses-parser.test.ts
The schema and parser recognize hosted selectors, including tool_search, and validate MCP allowed-tool entries. The shared contract recognizes valid direct selectors and checks required allowed_tools entries.
Chat targets are eligible for mandatory choices only when they can preserve the choice for the resolved model. Meta Responses targets remain excluded for recognized mandatory selectors. Combo resolves synthetic row selectors and registered OpenAI virtual models before checking target policy.
Routing tests and documentation tests/server/server-combo-required-tool-contract.test.ts, structure/transports/responses-combo-boundaries.md, docs-site/src/content/docs/guides/combos.md
Tests cover skipped Chat targets, eligible backups, hosted-choice routing, and exhaustion. Documentation describes selector handling, target eligibility, and incompatible-target responses.

Merge Risk: Moderate · previous review 2dd3c
Combo routing can send a mandatory MCP tool choice to an OpenAI Chat target that cannot preserve the MCP server identity, so a same-named function may be forced instead. Skip MCP selectors for Chat targets before merging. The localized combo guides also lack the new routing behavior.

Use the synthetic base route for fallback policy checks.

Use the synthetic base route for fallback policy checks.
The new eligibility check resolves a/m1--fast through a/m1, but resolvedComboDestination still resolves the literal suffix. If a/m1 redirects to b/m2 and the auto-only check skips that target, a backup at a/m3 is classified as a model fallback instead of a provider fallback. A policy that disables provider fallback can then permit the send. (raw.githubusercontent.com)
Use the same synthetic-row resolution for eligibility and fallback destination classification. Add a regression with a cross-provider redirect and provider fallback disabled.

Review comment at @src/server/responses/core-combo.ts at line 147:
Update route resolution in resolvedComboDestination to use the same synthetic
base route as the eligibility check, so fallback destination classification
follows redirects consistently. Add a regression covering a cross-provider
redirect with provider fallback disabled, verifying the backup is not sent as a
model fallback.

Skip named MCP selectors for OpenAI Chat targets.

Skip named MCP selectors for OpenAI Chat targets.
A required allowed_tools entry such as { type: "mcp", server_label: "docs", name: "lookup" } passes chatCanPreserveMandatoryToolChoice. The parser keeps only lookup in allowedTools, and toolChoiceToChatFormat sends { type: "function", function: { name: "lookup" } } to api.openai.com. The server_label is lost.
If a regular function named lookup is also declared, the Chat request can force that function instead of the selected MCP tool. Return false for any MCP selector before checking the mapped choice so combo routing tries a target that preserves MCP semantics.
